SUMMARY:Dodging Day Zero: Drought\, Adaptation\, and Inequality in Cape Tow
 n
DESCRIPTION:Speaker:  Kyle Meng\, Associate Professor at the Bren School o
 f Environmental Management\, UC Santa Barbara\n\n\n\nA near-catastrophic d
rought in Cape Town\, South Africa\, illustrates three implications of cli
mate change for publicly provided utility services. First\, to reduce aggr
egate water demand\, the public utility increased prices\, leading to larg
e demand reductions by richer households. Prior to the drought\, they used
twice the public piped water of poorer households. At the peak of the dro
ught\, they use less.\n\nSecond\, some of the differential demand reductio
n comes from richer households substituting away from public water toward
privately financed groundwater. This private adaptation both lowers the pu
blic utility’s total revenue and shifts costs onto poorer households\, c
onsequences that persist after the drought abates.\n\nThird\, policy inter
ventions mitigate some of the fiscal and distributional impacts of private
adaptation. These findings highlight how climate adaptation\, in the cont
ext of publicly provided goods and services\, can create pecuniary and env
 ironmental externalities with equity consequences.
