Speaker: James Workman, Author, Speaker, Entrepreneur
In 1968, Wisconsin fishermen and state officials did something no government had formally done before: they capped the catch, assigned secure shares, and let the people closest to the resource manage it. Whitefish harvests climbed thirtyfold. That Great Lakes experiment quietly became the foundation for a system now used in 47 countries to rebuild ocean fisheries. This talk traces the policy from its landlocked origins to its global reach, and asks what it teaches us about solving other dilemmas about natural resource commons.
